Mature notes prefer declarative titles

Prefer declarative titles, where applicable to the note’s purpose

• For developed notes/concepts, we should add value judgement to the note’s phrasing
• note/section titles like these may be appropriate for early note maturity, but the title should be developed with the content’s maturity
